Who is behind the attacks? Understanding the adversary—their motivation, capability, and resources—is key to building an effective defense.

Unskilled individuals who use existing tools or scripts created by others to launch attacks. They often do it for attention or thrill.

Skill: Low | Threat: Low-Medium

Attackers driven by ideology or political causes. They deface websites or leak data to make a statement (e.g., Anonymous).

Skill: Varied | Threat: Medium

Motivated purely by money. They use ransomware, steal credit cards, and sell data on the dark web.

Skill: High | Threat: High

Government-backed hackers. Highly skilled and funded. They conduct espionage, sabotage infrastructure, and steal military secrets.
